This happens when character designers and 3d modeling devs aren't communicating with each other (and the management is ********). The stylized design probably looked good drawn on paper but felled short after 3d sculpting/texturing and there was not enough feedback between teams. From what we heard about how most of the work was outsourced to many different studios (I bet some of them are cheap with little experience) it looks like the case here.
