You can apply this to all big Western studios. I remember asking the same question when I was looking at who was developing GTA 6. Rockstar has thousands of workers, yet character models, environmental assets, animations, voice acting, programming etc. is all outsourced to *****.

What do these thousands of Rockstar employees do?

What do the 500 people working at Bethesda do? Why do they hire this many incompetent diversity hires if they're just going to outsource everything to India anyway?

That list of outsourced studios is insane. What the hell did they need so many for?

The really funny thing is that it's basically impossible to tell an "authentic" Obsidian game and one they outsourced. Outer Worlds and Avowed both look equally trash and people wouldn't be able to tell one was outsourced and the other wasn't if you don't point it out.

That's how far Western gaming developer have fallen.

This has the Game Pass advantage however. Can always pretend to have millions of players. Until MS starts to implement some standards or serious budget constraints for their bundle fodder, they will be fine.
