Nobody is building an insane asylum behind and under an orphanage, and there's no way outside of the walled-off ruined area of the city that they let a severely haunted area go unpurified.

The second part is about the Thief world as represented in the games Thief, Thief II, and Thief: Deadly Shadows (Thief 3).
The Hammerites worship The Builder, and are a lawful neutral order of religious zealots that love order and don't brook evil and chaos in the city. In fact, they go way too far in that regard.
A haunted Shalebridge Cradle would be a target for their warrior-priests the moment they learned of it. And it's not hidden. Residents of the area know it's haunted with murderous ghosts.

I like how they thought putting up some powerpoint slides for the endscreen concepts were exciting.

Maybe this game will be finished sometime before 2028.

Because the artists don't get to choose what goes in the game. If the executive demands woke slop then the artist can either draw it or be fired. She chose to get a paycheck instead of a pink slip.
