The game is much better than it deserves to be given how much the devs need to die. That's not to say it's amazing, just that the bar is real low, but it's still pretty good, especially in terms of atmosphere. You do get weapons, but it's true that they won't give you any kind of gun because guns are bad. The start is pretty comfy. The atmosphere of swimming around the shallows with few threats is something else. The fear as you have to venture out into deeper areas is nicely done too.
