Invisible War & Human Revolution
-Invisible War gives you 3 upgrades at the start. Can be used in any augmentation, including ramping up one augmentation to max level. Mutually exclusive choices. Ability to change a decision later at the cost of the previous upgrades, but there are enough extras that you can do this a few times. Upgrades can be found via exploration or purchased or earned as quest rewards. Most of the augmentations enable completely new abilities that open new solutions to problems.
I also think games that give you a larger damage die as an upgrade (d8 -> d10) are a lot more enjoyable than a flat +1.
Usually the best rewards are movement related so you could use that as a heuristic for narrowing down which RPGs have good upgrades.

I barely remember Divine Divinity but I think that had unique traits. Not many though. I liked the talent trees in WoW and Rift but they have a lot of +1 parts.
At some point you just have to accept there won't be 51 top tier talents that redefine your gameplay.
If you can accept that, a 1% chance to stun the enemy is pretty good for 2% of your choices budget.
Personally, I don't really like talents/feats/etc that grant new abilities. Leads to a lot of button bloat. Prefer to see those delivered in the form of passives that modify existing abilities.

WoW talents are pretty trash, but I enjoyed leveling a lock with a drain tank build enabled by unintended synergies.
In dungeons, I would CC 3 mobs by myself. Seduce one, fear kite one (toggling Curse of Recklessness to keep it from pulling adds), and drain-tank/kite one while maintaining dots. Soloed a lot of content I wasn't supposed to be able to.
