Depends the combat.
For eg, In Fallout, if all you have is a 9mm pistol and the enemy is a supermutant, you should have a very hard time. He soaking multiple shots is expected. Now, if you have an anti-materiel rifle with armor-piercing rounds, the supermutant shouldn't soak multiple shots in the head. In a historical game, if you have a basic shortbow with a broadhead arrow and the enemy is in full plate, you shouldn't be able to do anything against him. If you have a 200 lbf longbow and a bodkin poisoned arrow and are hitting less armored enemies, yes, you should one-shot them.
Spongy enemies, when they make sense, are fine in setting. What I hate is when you become a better archer, better fighter, or better mage, and EVERY enemy you encounter becomes more "spongy."
I like that Tainted Grail does the opposite. My spells went from being anemic to hitting like a truck in gameplay and visual effects, sending enemies flying. I love it.
