I feel this sort of tech illiteracy may be universal. Young people in the US don't seem to get it, either. I've tried showing my cousin how to torrent anime several times and he still pays for streaming services.

In steam usually no, you can't access game store page content or buy DLC, but purchased game added to your library and you can download and play it. At least this how it was in 2022 and 2023.

It depends on a publisher. Some are petty enough to demand Valve to do a mass refund, some just let it slide. There were cases when people were able to keep games bought for obviously wrong price (like Dark Souls for 7 rub), and cases when the publisher forcibly took the purchased games away from you and refunded the paid price into your steam wallet.

Most games you can still buy with same deep russian discount, you just can't buy AAA LGTV slop that you wouldn't buy anyway. Steam prevented bank cards not from the same region from funding accounts long before war.
