It made me try to think of computer RPGs that divide the game up into discrete managing/planning/etc., and adventuring segments.
Darkest Dungeon is a fairly obvious one, depending on where you put this on the RPG scale. IMO it's not an RPG but it gets included as one due to the builtin fantasy bias of the genre(contrast nu-XCOM)
There's probably a lot more, but I think it's definitely restricted to the indie/older game space. Probably.
Can you guys think of any?

That's actually a neat idea.To account for the two gameplay segments, I had each player create two characters — one mecha pilot and one base staffer. The number of character points to build the characters, and their rank, were structured such that only one of the two could be an experienced vet; the other would be a low-ranking newb. The player who was the tactical squadron commander was the lowest-ranking member of the base personnel; the player who was the base commander was the lowest-ranking member of the Veritech squadron.
