Define 'full'. Deux Ex: Human Revolution had a special dialogue/diplomacy thing with personality types.

I don't know exactly what you're expecting for.

In Mount & blade you can participate in a faction and interact with others. I think that's the kinda game you're looking for

Some tabletop RPGs have entire diplomacy systems, so, something like that I suppose.
Heck, I'd take a game of gwent over clicking dialogue.

Maybe with AI we'll eventually get to have actual conversations with npc's, within a certain framework I guess.

what exactly do we mean by diplomacy subsystems here? I feel the term diplomacy itself has become so vague in gaming

It means you can see a number that tells you if the NPC is friend or not friend.
