That probably happened because gamebryo treats bodies as containers, and bethesda's programmers were too incompetent to properly despawn body-containers due to them being not-empty. Fo4 does despawn bodies, but only if the engine resets the entire area (i.e. like with Corvega car plant).

This shouldn't be surprising to anyone but for some reason a lot of people think selling a couple million is actually really good for these titles. How? I still remember playing fishing RPG, legend of river king, on emulator years ago but I don't think such games are still being produced.
