These devs are an annoying breed of **** who ascribe to the horseshoe theory, in which they refuse to take a stand on any issue, while arrogantly looking at everyone who does with disdain and dishonesty lumping them all together so they can pretend they are morally superior. That's not actually entirely true. Bows were generally easier to employ quickly, and to train for. From a modern perspective, we can see that crossbows might seem more obvious to us, who are familiar with guns. But crossbows are different. While technically easier to operate, they are no easier to aim than a bow, and with the slower rate of fire, it's far more relevant that you can aim accurately.

They were very expensive to make, very highly sought after, and the men who could use them well were paid handsomely. They also required more men to field. Usually 2 to 3 per crossbow.

Conversely, Bows were cheaper to make, easier to field, and actually required less effort to learn - most war bows were not the extreme examples of 130lb, most would have been 80-100, which required significantly less muscle, as the requirement tends to be logarithmic. For what it's worth; archers were not the 'cheap, and generic' troop, that honour goes to spearmen. Archers were still pretty well paid, and very well trained. Ranged weapons were never actually the low-quality troops.

For what it's worth, by even the 14th Century fighting as a professionals job, 'reasonable' competency was not good enough; there's a lot of written sources that say men would train (with various weapons) till their hands were calloused, and that a poorly trained force was effectively worthless on the battlefield.
