I should add that it actually starts off difficult. I suspect they really toned down the difficulty compared to DOS2 tactician because people choose the hardest difficulty then whine that it's too hard.

Difficulty going down is a problem in many games because of feedback loops like rewarding difficult encounters or underestimating the mathematical advantages of additional actions.

I like late-game hard-to-get items that boost stats a lot!

It only breaks the game if the game designers didn't take those items into account. Because they could just include encounters that REQUIRE such items to get past, LEGENDARY encounters. (That cannot be cheesed unlike say in Dying Light.)
