If I remember correctly, it did not track any kind of item ownership or crime. I'm fairly certain this was something Arcanum had some years later, however.
Daggerfall likewise does not track any item ownership, but it does have a rudimentary crime system.

In Ultima 2, you were obliged to steal vehicles in order to complete the game.
I don't recall if you could steal anything except castle treasure in Ultima.

Yes. I know about Fallout scripting and item stats and items do not have an owner tag, only containers and it has to be specifically scripted.
