So this is a post-installation issue with Mod Organizer 2? Some modlists copy your Base Game to MO2 and then use that to launch the game, but the lists have this set in order to still register on Steam. I'm guessing that's what's happening and you just need to unset it

Wabbajack Unlocked does not crack games. For most modpacks, it's a simple matter of dropping the crack in the proper folder. For a few, you also have to edit GameData.json according to your cracked files. Some modpacks also have a 2nd copy of the game buried in the folder structure that also needs the cracked files. Wasteland Reborn for Fallout 4 is one like that, 2 copies of the game, plus GameData.json.
If you start with a cracked game and a modpack downgrades the game, your cracked files will be replaced with legit.
If you have properly cracked a modpack, MO2 will still complain about Steam not running. Choose the middle option to run the game anyway. There's a checkbox below the 3 options to make it remember your choice so it won't ask again.

Sometimes you have to manually download mods and add them to the download folder. Itβs C++ and uses QT.
