Yes, actually. Have you played any of the PS1-era Resident Evil games? They're torturous.
They are pretty fun and games like Tormented souls (2021) show that the design is just as modern and the game profits from it.
Tank controls are a thing that are mostly superfluous at this point, their implementation is one based on nostalgia as even the effect it has (lack of fast movement making the situation more stressful for example) can easily be created by other means but talking about "outdated" design is at best a debate about very minor details.

Disagree. Static cameras serve a function: To not have dynamic moving camera jank when you don't necessarily need it. Similarly, turn-based combat allows you to operate more units with more complicated controls than would be feasible in real-time. They aren't a product of merely the age of the game.

It's definitely true that those more heavily resist aging, being that they were already very simplified designs, and adding more to it tends to detract from it. That's why this genre has the most "retro" games in it, where people deliberately imitate the look and feel of the old games.

Turn-based combat was never the result of a technical limitation. Real time games existed just fine in the freaking 70s man.

The games was sold off of being a high production value Western RPG with the cutscenes, dialogue, interactivity, and the promise of character customization. Also helps that there is a drought of Western high production value RPGs, the only other options being WoW which has barriers to entry for new people, and then the last option was... the Witcher 3, in 2015. People were starved for options.

It 100% is down to technical limitations. The three biggest things that separate modern ARPGs from old 2D ARPGs are 360-degree movement, camera rotation, and shitloads of particle effects.
