Thats because Ubisoft didnt put their games on steam during Odysee launch etc. they came crawling back a few years ago. Also these games were cracked when they came out and most people probably buy them physical for console.

Most estimates put the budget at 250 to 350 million dollars, but I've heard some speculate that the budget might have been as high as 900 million dollars.

I'm skeptical about the later figure, since that's basically Skull and Bones territory, but I can't dismiss it out of hand. The game was in development since 2017, had a gargantuan team size that was much bigger than the S&B team, shitloads of contractors were working on it, was rebooted at least once from scratch and suffered multiple delays.

What we know is that it cost a lot to make, despite how cheap it looks, plays and sounds, and that Ubisoft desperately needs it to not just break even, but to be a massive success that would offset Outlaws, S&B and all the other failed projects they've had in the past few years.

The other possible explanation - which is possibly even more disgusting - is these old farts trying to gain some kind of relevancy and attach some hype around their name for their next project.
