As others have said, it's a portable PC in the most literal sense of the word. As for emulation, there's a very handy application you can download on it that handles installing and setting up all the various emulators for you hassle free. You can emulate pretty much everything up to the Playstation 3, including it and the Vita, though not MicroSoft consoles, since emulators for those are not as mature.
Only thing I'd keep in mind is the battery life, or lack thereof. You'll have to either make use of a powerbank to keep the Steam Deck chugging along for more than a couple hours*, or stay close to a power outlet.
*Couple hours for graphically demanding games, for games requiring weaker hardware you can tone some Steam Deck settings down to get more battery life out of it.

They must have taken it over or bought out the original guy who was making it. It started with a solo dev years ago. But I checked the Steam forums today and he's been inactive since 2022 and is no longer tagged as the dev for this game. It looks like his wife had a baby around that time and he stopped working on any of his games.

Yup, Emudeck is your best bet at emulating games. It has a ton of neat features including cloud saves. I recommend making a separate Jewgle account due to it having the highest amount of free storage at 15GB. Be warned, it may take a few days to make the account though since they made phone numbers mandatory and the system may randomly reject you for no reason. Here is a website with all the BIOS files you will ever need for any emulator. You can look at this guide if you need a visual indicator:

You will need to download ROMs, unzip them, and put them in their respective folder in order for them to work properly.

(This is the ROM file directory for the default storage --> */home/deck/Emulation/roms/[GAME SYSTEM NAME HERE] )
If you want to transfer ROMs from your PC to Steam Deck, I recommend using Winpinator(PC) + Warpinator(SteamDeck) to make transferring files much more convenient!
Keep in mind that you will need to download the Citra and Yuzu emulators separate from Emudeck. They are needed to play 3DS and Switch games respectively. You can also play Switch games with Ryujinx. The difference between Yuzu and Ryujinx is that Yuzu is more efficient yet has less compatibility with games than Ryujinx. If a game can't run properly on Yuzu, try using Ryujinx instead. You'll need to add the emulators as Non-Steam Games in Desktop Mode in order to launch them in Gaming Mode: When in desktop mode, you right-click (L2) on the icon that launches the emulator (in the file explorer) and there should be an "Add to Steam" shortcut, which will perform the function as manually opening steam and clicking "Add Non-Steam Game".
You'll need to launch the emulators on Desktop Mode to choose the folder where you keep your 3DS/Switch ROMs. (I recommend making a clearly labelled folder on your Desktop for maximum convenience.) From there, you can launch them on Gaming Mode and set up the controls and other settings normally.
