They are making these games for the new audience that they hope will replace the old and "problematic" audience of straight white men. Their new audience that they are making games for is liberal women and queers. As we can see with this graph women have become more liberal (and ********) with every generation.
This is the "modern audience" that Western devs are making games for. They really believe that an audience of unhinged, woke, liberal women will be the future of gaming. What they are doing is trying to force the old audience out in favor of this new, more liberal and gynocentric market. However, they are facing a big problem in that the "modern audience" of liberal women aren't coming to buy and play their slop. Almost as if a majority of women don't like playing video games. It's the Pink Lionel problem. You can't make women interested in things they're not interested in and trying to "feminize" a market designed, directed, and almost entirely supported by a male audience will end with your studio closing its doors.

As far as as I can tell, the new audience is themselves. It's not so much pandering as it is self-indulgence.
Creative Directors & their creative teams have a huge amount of agency, and generally what they make (to a greater or lesser degree) is what they wanted to make. They themselves aren’t in charge of finding an audience. In a sense, they work with authentic artistic optimism. Ultimately however the market itself decides if it’s what wanted, or not. These are both fine. Healthier - in fact - than a retail store deciding.

They're including UPlay subscribers and UPlay membership revenue in their data. GamePass and UPlay also have some sort of cross-play where you can play Ubisoft games with it: https://gamepass.ubisoft.com/en-us
These subscription services let publishers fudge all the numbers they want.

I had a theory that the game companies were repeating Disney: Disney was buying back tickets to their movies to cover up failure, maybe game companies are doing the exact same thing, but then with those advertising budgets the game never paid off, no profit to speak of. We can't rule out the normies factor, you can give them anything packaged like candy and they'll consume it like candy and not notice the difference.

Of course, the same for some Epic exclusive. They claimed that Metro Exodus has sold just as many copies as their previous game on Steam. Problem was, they were comparing I believe day 1 sales on Steam to 3 weeks sales on Epic.
And it was not only Exodus. Virtually all those high profile exclusives claimed it was a great choice, and sales number are UP UP UP. Of course, during the lawsuit everyone could see that this just was not true.
