It's Veilguard levels of bad. I literally can't, as the commander, walk up and order her to stop malingering and get to work because Arizona is depending on her.
And if you were to skip doing the two quests until there was no other way to progress, the game would have her sit there doing nothing, despite it being framed as her needing "time to heal".

As for the comment re: wasting XP or skill points, my choice until the game releases her is to spend skill points on her MUCH NEEDED skills on another character, where they would end up either being wasted on her or the replacement once she shows up unless I pay (a huge amount of initially scarce money) for a gamey, ridiculous respec (which is tied 1:1 with recruitment costs as some sort of metagame balancing ********), or to make a recruit that fills her role until she is available, who would be getting the XP for her skills and probably being BETTER than her by the time she's available. I would prefer she is in the party and gaining the XP herself.
Why don't I go this NPC understudy route? Because companions have interesting (theoretically, anyway) voice lines and party interactions and I would like to see hers.


What are the quests gating her?
1: explore and clean up the base (that ESPECIALLY has skill checks in Jodie's skills...)
2: go clear out raiders that have townspeople hostage
3: do a long ******** investigation into the local criminal underworld

All of which have skill checks in Jodie's skills.

Done all that? Jodie's feeling better now.
Skip the last bit of the last quest and go do overworld stuff? Jodie sits on the floor against the wall in the lobby of your HQ feeling mopey until you do it.

******* hell. Why are devs so ********?

Oh, and I forgot to mention the door that is coded to have the nearby guards protect from you opening it via lockpicking it using an unskippable dialogue interruption because "it's a sensitive area" every time you go to interact with it, but they completely ignore you blowing it open with a rocket launcher 15 feet away from them...

Yes, that makes sense.
It still sucks as you need a mechanic skill several times while doing that quest and you miss some stuff when the base updates.

I quit during the Steeltown DLC because I was starting to really hate the "oh so whacky" tone, it's one of the few things I don't like in an RPG. Especially when it repeatedly creates tonal whiplash as they also try to be Very Serious.

Enjoyed the base game on supreme jerk with just the starting 4 rangers, no other npcs.
Steeltown was obnoxious, Cult of holy detonation terrible.

You can just start combat by shooting the person holding her hostage, you don't actually have to begin the dialogue.

The game is very inconsistent with this kind of stuff tho. Sometimes it leans into the player being creative, other times it completely hamstrings you.

there was no single clue its follower, for me it was just one of early of "show me the gore at begin cutscenes" things
but they overdid it so much it lacked any impact, it made whole thing hilarious.

im not sure how much level scalling is there but it seems game was more realistic at very begin when 1 "rust bucket" round dropped rider. later like a oversized frog has 2000 hitpoints and survives rocket to face like it daddy slap on buttcheeks

One of the coolest things in Resident Evil 4 was the fact that the rocket launcher could one-shot virtually every enemy.

they even added "tactical nuclear launcher" that cant take that frog either

i dont even feel bad about destroying it by accident cause it was another cryptic **** of missed skill check

It's not what I would call reddit humor. It's the same types of jokes the series has always had, there was just no restraint put on the jokey writing so it's pretty excessive.
