Would have to ask the Red Cross, apparently they have made exhaustive lists on the topic as well as helpful guidelines on how to commit more.

Otherwise my gut feeling is rts games, series like command and conquer where you can play terrorists and what not.
Not grand strategy games (dominions excepted) though alas, they tend to veer away from those sort of topics.

AFAIK war crimes are only committed against the GAE. If it isn't against the GAE, it is isn't a war crime.

So what you're looking for are games that involve attacks on Americans or American assets.

In which case, Silent Hunter III is a game where you commit war crimes, while in Silent Hunter IV you do not.

RimWorld has slavery, organ harvesting, child soldiers, forced conversion/drug use and much more. Hell, There's even a wiki page for war crimes.

dwarf fortress you can do many things to torture the living things in that game. Though I guess that depends on if you consider goblins and elves worthy of rights

Pax Imperia: Eminent Domain. Every time you conquer a planet, you raze it first. That's pretty much the definition of a war crime.

You can enslave an entire race in Stellaris, and then turn them into soylent green or biological materials for making ships/weapons.
