I've been chatting with a fellow who's both a veteran of the game and a and I've been meaning to share more of the things he's told me:
Regarding FF XI emulation, he said some of the original mechanics and formulae have been lost to time. Apparently SE did a big rebalance for the Seekers of Adoulin expansion in 2013, and, since there's never been a source leak, anything from before then has to be reconstructed from manuals, guidebooks, client reverse engineering, and guesswork.
- @Kalarion is vindicated (maybe)! Beastmen do have skills like PCs, and standing behind them does negate Parry/Block/Guard chance (he thinks)! Non-beastmen mobs don't have those skills, just Evasion.
- Regarding jobs and races in hypothetical endgame minmax scenarios:
- SAM: It double-dips on STR scaling and doesn't care about DEX, making Elvaan the optimal choice.
- RNG: The ranged damage formula doesn't have a fSTR cap the way the melee one does, so STR stacking Elvaan is the best choice.
- DRK: The STR scaling favors Elvaan, but Galka have the best Souleater damage thanks to their higher mHP.
- BLM: Tarutaru has the highest damage, as expected, but can't make full use it for fear of taking aggro. Hence, he argues that Galka BLM can effectively do as much damage over the same time period (because less damage means less enmity means more time can be spent attacking) while being much safer.
- WAR: Mithras are the only ones who can hit the highest dDEX tiers against all mobs, making them the best WARs and DDs in general―though, regarding the latter, he added that he hadn't seen a 'concrete perfect math argument' to prove it incontrovertibly. dDEX is Attacker DEX - Defender AGI and determines crit rate, but it doesn't scale linearly: at lower values, you have to gain 5-10 DEX to gain +1% crit chance, but at higher values, each point of DEX becomes another +1% crit.
- RDM: Hume is the best for RDM, but the advantages and disadvantages of the different races for RDM are so subtle it becomes nearly a matter of preference―except in the case of Galka, whose mHP and mMP are too imbalanced to make effective use of Convert.
- SMN: Summon strength doesn't scale with anything but skill, and SMNs don't require a large mana pool, making Galka the winner simply for the mHP.
- WHM: mMP isn't important in the endgame because it's all about how fast you recover it, and the MND cap on healing spells is low, so Galka wins again for the mHP, especially because Devotion gives others MP based on the WHM's mHP. MND is still good for enfeebling, but that's RDM's job, not WHM's. That said, Stoneskin has good MND scaling and a high MND cap, but is not 'critically important'.
- Galka can, depending on equipment and target, cap both fSTR and dDEX, making them hands-down the best DD race in those scenarios, but is otherwise outdone by Mithra generally or Elvaan in the aforementioned cases.
- Regarding the best DD, he said that it's situational, but that, in short fights, DRK is the best because of its high burst from Souleater: "Many strategies used to revolve around Souleater zergs."

Someone should write a review of this game. Publishing 22 years after release would be very in-character for this prestigious magazine.
The Horizon Discord has just announced that they are working on implementing the Treasures of Aht Urghan expansion (brings Pupeteer, Corsair, and Blue Mage jobs). It may or may not be released by Christmas of this year.
