To be more accurate, they were not part of the original game and were modules made later.
Since he's an indie dev and relies on cash streams as at least part of his income, I don't begrudge him monetizing his work.
If all of that had been part of the original game, it would have cost more, but people got the base game early and cheap and could buy more if they were pleased with it.
