It's a shame that companies don't reupload their CGI stuff in 4K. Given advancements in technology it should be pretty fast to rerender them.

It probably doesn't make much business sense to do so. These trailers were probably made for older expansions and the very beginning stages of ESO. They'd sooner make new CGI trailers for new content, rather than rehash something many people have already seen. Re-rendering it would cost money Zenimax isn't willing to spend.
