Installation Instructions
  1. Drag the folder "Cueki's Casual Preloader" into \SteamLibrary\steamapps\common\Team Fortress 2\tf\custom
  2. Use RUNME.bat to open

Also there's an option to disable cosmetic paints.

Options->Settings->Disable paint colors on cosmetics
