No, Gandalf was a 6th level magic user.

Gandalf received his spells from a higher power

Gandalf WAS the higher power.

He had an even higher power, but Eru was't personally loading his spells or communing with him, so I don't think Cleric makes sense. Besides, that's really only canon to the Extended Universe.

Then the argument is that his magic is innate so he's still not a wizard.

If you HAD to give him a D&D class he's probably closest to a divine soul sorcerer, but really, he's just not playing D&D for some reason. I don't know how Tolkien could have possibly made such an oversight.

Attribute systems always cause far more problems than they solve, and the problems they do solve can usually be solved in other ways (eg. talents/flaws).

I was reminded of how Hero's Adventure has hundreds of various (permanent) status effects you can gain, positive or negative.
