If the statistics don't govern the success and failure of an action (not simply power ups), I see it more as an "action" game with RPG elements, more than an RPG. Statistics should be the governing aspect of play where a success is scaled to impossible if the character is too low a level to the opponent.

First a coin toss between Of Orcs and Men and Two Worlds (because I knew literally nothing about them, whereas I am kinda familiar with the Mars: War Logs universe), then the winner of that (Orcs) went against Mars: War Logs.

Does this work both ways? Is it required to have XP in order to be an RPG, or is this strictly an IF (HAS XP) THEN (RPG), but not necessarily IF (RPG) THEN (HAS XP)?

Because if the assertion is that you must have XP in order to be an RPG, I can definitely name a counterexample.
