It's also not how medians work. If you have a set {1, 1, 1, 1}, then the average and median are both 1. If you have a set {i_1,i_2, ..., i_n}, with i_k in [0,4] for 1<=k<=n, then the average and median could both be anywhere between 0 and 4.
