You could make a whole new game set in, around, and under a full city with satellite farms and villages at 1:1 scale.
Make an immense, actual-size Imperial City or Daggerfall.
You wouldn't even need a new engine, just an upgrade.
But most developers are idiots.

I swear, if I had the money and could open a studio, I could be at the top of the RPG genre in a few years and blow the competition away producing a hit a year.
Even my mediocre games would exceed 80% of the market.

I think it's possible to fix Oblivion and turn into if not a good game but at least a decent one by:
- Removing the god-awful level scaling
- Adding some puzzles or dungeon crawling experience to the Oblvion gates. Something that actually catches the player to explore them
- Adding more quests and NPCs to the cities because in the base game it feels dead.
- Adding more random encounters and NPC voice lines
- Fixing the leveling system that is a pain in the arse in the base game (it's a problem linked with the level scaling and a ****** leftover from morrowind). It was better in Daggerfall and more natural.
- Fixing the mages guild in which you can become arch mage with barely any known spell
- Fixing the crime system that punishes you instantly if you are picking an apple or something with 0 value. It would be good to also separate the juridiction between each cities.
- Fixing the stupid combat system that is dumb and popamole
- Fixing the skills system which only has 4 threshold.
- Picking a class actually having an impact on play-style. A mage can't wear heavy armor etc... etc...

I think that after fixing all of these issues, it would be an OK game like 5/10 classic medieval RPG.

Have seen that yesterday somewhere else too. Is there even any source to that? Did reverse image search yesterday and found nothing. The remake will be slop anyway if its not just a rumor and uses unreal engine5 and cant be modded like the bethesda engine.

I haven't played Morrowind but one of Oblivion and Skyrim's appeals to me is the lack of restrictions. Classes are just a little starting boost in the desired direction, and work as intended.

I would agree that not every Joe Schmoe should have the proficiency to just pick up and wear heavy armor willy nilly. And yet, looking at the wiki as I've not played Oblivion since its release, I see some penalties for using it. Slower movespeed, increased deterioration if you're not proficient.
Are these penalties not satisfying enough? Would you be content with making the armor heavy enough that it would be too heavy for the player to wear unless he's at least adept at Heavy Armor, thus serving as the deterrent you desire?

If just making it flat out unavailable to certain character types is the only decent option in your mind, you can always just impose your own restrictions.

You could start small, developing small RPGs using RPGMaker or Redot Engine, etc by yourself ;) Kaetram comes to mind, it was made in Redot Engine.
