Obviously, the name is... less than ideal. It's gonna be memed pretty hard in some circles (i.e. without the "r")

It's all in Russian, but they will be putting out English material in the beginning of 2024.

Yes, it has been in development for nearly a decade. They only got a real publisher recently.
