They are different languages, but they're very close together. Anybody who speaks any Slavic language will be able to catch quite a a lot of familiar words. The closer they are geographically, the easier it is to understand each other.
Also, a lot of Ukrainians speak Russian fluently. It's kinda like the Welsh, Scotts, and the Irish speaking English as well as their native languages. And, just like with the English not speaking Welsh, Gaelic, or Irish often, not as many Russians speak Ukrainian or Belarusian.

One of those games that has extremely high goals, and extremely low abilities. The ability to transfer between orbital and atmospheric combat is very cool. And the ships look neat too.
