It's a lot of blog posts and just a summary would be quite lengthy.
TLDR is: they already added a toggle to turn off cosmetic overrides for other players, and are going way further than that to make the game feel like a grounded, diegetic fantasy world again.
Example:

Anything that makes the player look non-human or overly silly seems to be getting reworked.
'Dailyscape' is getting the axe

The entire main form of MTX got axed, along with removing a bunch of predatory monetization like benefits for staying subscribed, 'premier membership', etc., Seems like you'll just be able to buy cosmetics with money if you want them, no gambling or FOMO, season tracks, etc., Paid 'Runemetrics' subscription is also available for all members now.

UI is being reverted from the modern, sleek aesthetic to something fantasy-esque in the style of prior Runescape

Various other stuff:
Auras completely removed (lengthy buffs with long reuse timers, typically 24 hours, to encourage daily login)
Construction & player-owned homes getting reworked
Near all non-combat skills getting looked at and improved/modernized/tweaked in various ways (early game only for now, mid/late later in the year)

Grounded, with a clear identity that is unmistakably RuneScape
We want RuneScape to have a clear and instantly recognisable visual identity, whether seen in screenshots or videos. It's a grounded medieval fantasy world with a warm, classic tone. We stay true to what it is and has always been, avoiding pushing the game toward something it's not.
Play because it's fun, and not because you feel like you have to.
We want RuneScape to be a game that is enjoyed for what it is, without pressures of feeling like you must play at a certain time or in a certain way.
A meaningful journey, no matter when you start
We want RuneScape to be a fair and enjoyable experience, while protecting the long term health of the game ensuring that it remains rewarding and balanced for years to come.
The Road to Restoration starts us on a journey towards rebuilding a game filled with integrity. Our end goal is to fix core problems that have existed in RuneScape for some time now - "weeding the garden" if you will - as we gradually fix parts of the game, and set ourselves up for the future.

Very rare to actually see someone who cares take control. Cool stuff.
