Purely on a performance level, no politics involved. In no particular order:
Sam Witwer (Starkiller in Star Wars Force Unleashed) - screams his heart out for his roles, has range
Elias Toufexis (Adam "I never asked for this" Jensen) - no range, but awesome raspy voice
Travis Willingham (Roy Mustang in FMA) - incredible range, but typecast too often
Steve Blum (a billion roles like Wolverine or Spike Spiegel) - very good range, but typecast even more than Travis Willingham
Grey DeLisle (a billion roles like Azula from AtLA or Lois Lane) - decent range, but rightfully typecast as a bitchy femme fatale - her voice is perfect for that

Hearing a voice actor I can recognize as another specific character from a separate game tends to make games worse for me.

Sawashiro Miyuki impressed me so much with her performance in a certain scene in Kokoro Connect that I actually looked up who the voice actress was, something I rarely do. Strangely, even though she has roles in other anime I've seen, I've never been struck the same way. The performance that impressed me so much was for a (somewhat) more traditionally feminine character, but I think she normally gets cast in more aggressive female roles because she has a slightly deeper voice than the typical female seiyuu, so I probably won't get to hear another one like that. Unfortunate.

I've always like Mary Elizabeth McGlynn, who did the English voice for Major Kusanagi in Ghost in the Shell: Stand Alone Complex. She's done a lot of other voice work too.

Other than her, probably Phil Hartman, who you may remember as Troy McClure and Lionel Hutz from The Simpsons.
