The Realms of Arkania games(or Shadows over Riva at least) have positive and negative character attributes:

Neat.
My assumption is this was taken from the then current edition of the tabletop ruleset it was based upon. I don't recall this appearing in later adaptations of the dark eye ruleset so I'm guessing it was probably removed(?), someone from germany can feel free to correct me.

Any other RPGs that have something similar?

Project Zomboid you have a set number of points so you can only take a certain number of skills BUT you can take more of those positive skills if you take some negative ones.
