Who plays it? What expansions are good?

Played it for a week, quite entertaining, although it gets repetitive on the long run. For mod/expansions recommendations, you've got to figure out what do you seek. The classic retro Elite experience? The best graphic and audio experience possible? More game mechanics to play with?

I've never played Elite

Neither have I. You have a spaceship, trade resources, become/kill pirates, fly around in space.

I've played Wing Commander; it looks like that but better.

Looks good but like Elite, it looks like you have to invest a lot of time for a little bit of progress.

Too bad, I thought I still had my Oolite files, but guess I have cleaned them up at some point. It must have been 5 years, so even if I could find the packs I used, there are no guarantees that they'd still work today...

In your place I would go to the modlist and ctrl+f for terms "classic", "elite" and "original". There is a few of them that look relevant. Wish I could be of more help

Maybe some day, but I prefer Oolite, because its already installed. I probably won't even mod it, unless I run out of missions.
