There's that totally-not-morrowind being made by a team of "indies" larger than Bethesda was when it made morrowind that uses this look. They have something like 8 artists and apparently not one could be bothered to learn how to make textures.

Off the top of my head I can't think of a single 3D-game without textures about which I didn't think "they're cheaping out under the guise of art-style" at the very least. Most are complete garbage-tier shovelware cash-grabs.
