Oblivion was chock full of soul, not sure what game you were playing but it definitely wasn't The Elder Scrolls IV: Oblivion. Incredible music, bright and colorful graphics, tasteful celebrity casting, enjoyable sidequests, and hilarious goofs that can only happen in real-time in Bethesda games.
Sounds like an accident carried by it's music and one good quest writer.

You won't get 120fps+ on any setup at the moment. Even a 4090 at 1080p with 50% resolution scaling barely hits 100 frames. Also, it looks like 120fps+ might also be CPU limited even for any current CPU. Best case scenario, is expect half the frame rates you get in any other game in this game. 4090 is supposed to be a 4k 120fps+ card, it's a 4k 60fps card in this game.

Unusual attention to detail for Bethesda. Each planet has its own sidereal day period, and there's a standard solar day period used for keeping track of time. This is reflected in your starmap, it's currently dark where I'm at and this is what it looks like in the starmap:

Don't take this as a definitive statement but just what I've observed so far, but, most settled areas you can land in are (relatively) rather yuge. Much more to explore than skyrim or fo4, at least. Also seems to be a lot.

Boarded a derelict that was having problems with its artificial gravity. Found out the game does indeed have 0g combat. Gravity kept cutting in/out while exploring.
Shooting does push you around btw.

A 4090 is supposed to eat up ultra settings like it's nothing. 4k/ultra/144fps are what these cards are supposed to do, and they come with a premium price tag for that performance.

also, multi-ship combat does exist, doing a quest where I have ships assisting me in combat. Pretty sure I read someone's post saying it doesn't or something.

No, but the story isn't as awful as I thought. Turns out, the Germans beat everyone to space in the 1940s. They and some Japanese had been building a space shangri la the entire time, but neglected to cover their tracks on Europa. Now Vladamir is following a trail of space nazi relics. The alien tech was actually aryan tech.

Ultra settings aren't a fixed variable. They can range from some extra textures to massive oversampling. Depends entirely on what the dev wants to put there. The 4090 is not a magical item, it's just a gpu with a fixed performance ceiling.

Try running the Witcher 2 (released in 2011) at 4K at ultra settings on the top-of-the-line GPU from 2015, the top GPUs four years after the game was released can't deal with that because of the 4x oversampling in ultra settings.

You should be able to fly from a planet to it's moon(s) in a procedurely drawn map, encountering random things or events along the way. No excuses.

Some of what you say is true, however the bigger point is that this game is atrociously optimized.

GPUs in 2015 weren't designed to push 4k resolution. 4k is one of the current resolution standards for top of the line cards. Notice how the difference was only about 40fps on a 4090 between full ultra 4k with 100% resolution scale vs 1080p at 50% resolution scale. These newer cards handle higher resolutions with less of a performance hit than they did just a few years ago.
