I think Planescape: Torment and NWN2: Mask of the Betrayer both utilize and unfold pre-existing lore pretty well to tell a story.
Rogue Trader because it's 40k, sadly the game itself sucks ***, exemplifying very clearly that good lore doesn't make a good game.
I'd say the Dominions series has good lore but that'd be cheating because it's literally just straight up mythology from every nation on earth.

The Trails series has the world that feels the most alive, with the townsfolk NPC having their own storylines going on and reacting to events, and all of the various countries and organizations that are constantly doing stuff offscreen beyond just what the player sees. In particular, I like the shifting conflict between the countries, the different swordsmanship dojos, the different jaeger corps running around and the arms manufacturers too. However, it feels that the history of the setting before the Orbal Revolution 50 years ago isn't very fleshed out and feels pretty scant.

I liked the one Septerra Core had because it was very Christian-adjacent (despite the guy that made it making a webzone 20 years later, trying very hard to be "an ally").
I also like Loop Hero, because every map is basically you being both the DM *and* the player, so you get to make your own "lore".
It's a harder question to answer the more RPGs you play, really.

Perhaps lore is best described as all the extra crap fans discuss because of the extensive amount of interesting worldbuilding the writers have done which is why people can go on and on about The Elder Scrolls, but nobody talks about Doom. No one cares about YASS DOOM SLAYY, but people like to talk about how the rape god had rough sex with Vivec's headless body in exchange for being shown how to break the fourth wall. Fans can sit around talking about who might have done what where and what is and what isn't. It also feels really good to put know-nothings in their place who are up to snuff on their extensive deep lore.
Caves of Lore actually has good lore. It's not 2deep4u or anything, but it's tightly integrated into playing the game - if you pick up a note or a book and read about something, chances are it hints towards opportunities to find a secret in the game.
