This offline activation thing has been around for several years actually. Ive never used, the process is too tedious and flimsy. But it looks like its becoming more popular.

They used to sell accounts there. Stolen accounts which you can buy for your personal use even with online play. I did use to buy those. Not sure if they are still selling those.

New games are so awful that people don't even bother pirating them. Can't even remember the last time I was desperate to play a "new release" instead of something off my :pirate: backlog.
