Are there any games that incorporates a dynamic AI-system somewhat similar to the Nemesis System in Middle-earth Shadow of Mordor/War?
In which procedurally generated NPCs remember interactions with the player and adapts accordingly within their parameters. More or less turning into unique personality of their own.
-Turns any enemy who defeats you into a Nemesis with a unique name, increased stats, and special buff (e.g. Argonian Vampire named "Breaks-Many-Shields" with "Shield-Breaker" buff).
-Gives the player a situational or random debuff upon defeat (e.g. Cannot use shields).
-Allows your Nemesis to take your gear and use it (e.g. "Breaks-Many-Shields" may be clad in your Chitin armor next time you meet him if your armor is better than his)!
-Encourages exploration by respawning the player to a new situational or random location upon defeat (e.g. Vampire lair because "Breaks-Many-Shields" is a vampire).
-Gives the player a quest to track down your Nemesis/Dropped Backpack with immersive directions (e.g. Return to Shrine of Mara, near Morthal).
-Motivates the player to complete Nemesis quests (e.g. Defeating "Breaks-Many-Shields" will remove the "Cannot use shields" debuff and grant the "Shield-Breaker" buff.
-Provides a continuous gameplay experience without saving and reloading (You respawn after defeat instead of dying and reloading).
-Intentionally synergizes with other mods that add new enemies, locations, abilities, and perks!
Back in the late 90s early 00s there was this PC game very similar to oblivion, which is interesting because I think it came out before. It was a 3rd person arpg. You started by a fire in a forest and then you fought all the way to a lava area with platforming. I think you could pick race and class but can't remember. You might have been able to be a werewolf or minotaur or maybe you fought them.
I think I'm the only person who's played this game because I never saw it again

How close to oblivion?
It sounds like it might have been one of those not-RPG action games like Enclave or Severance: Blade of Darkness. There was quite a few of them, they'd be classified as dorklikes now.

might have also been the pc version of crusaders of might & magic, it does start with a village near a forest being burned down and it had lava platforming
I didn't realize there are a million games that match my desc no wonder I haven't found it. I vaguely remember it may have been first person and was dark.
I checked rune and witchhaven and that ain't it but I'll check the others

Thanks for reminding me, i played and finished remake of a first game, like it very much, but with mods.
Second one is more complex with RPG stuff, since you played Prey you'd see a lot of inspiration for that in it.

If you liked Fallout(the original), there's ATOM RPG + Trudograd which are Soviet post-apoc games. I suspect you might have already played these, tho.

I also know about this, too far from "science" part of science fiction.
Depending on how much you like survival mechanics, subnautica shares a lot with some of the games you listed.
Elex is pretty good, Elex 2 sucked. It's post apocalypse sci-fi, somewhat similar to Bethesda fallout games but a lot better.
@Faceless_Sentinel for something that matches your games list less but is more scifi:
I enjoyed the Starcom games. Good exploration aspect. Space sci-fi, top down. Sequel has all around improved mechanics, new features. Heavily story focused.
Star Sector, top down. This game is a bit of everything. Less story.

I'm playing it right now, this, this and this type of enemies hard to kill even on 8 level, especially with a bow and my quests lead me to locations where they all over the place. I'm only surviving because of Duras tanks them. I don't know how to play further, this is annoying.
