Wasn't this part of the narrative in fallout 2? Or am I mistaken?
Fallout 2 had a lot of questionable retcons and narrative decisions.
And yes, the vaults were retconned to be experiments, but that had more to do with the popularity of X-Files at the time than an overarching anticapitalist sentiment.
The Vault-Co stuff is less "capitalism bad" and more "US government is experimenting on its citizens for the lulz".
The Vault Experiments may be sort of over the top and silly, but adding (retconning them into) the canon made vaults one of my favorite elements of Fallout.
I hated that element, it turns human tragedy into goofy tinfoil hat bullshittery and it permanently scarred the franchise as a whole, allowing every mouthbreathing author out there to **** out a moronic "experiment" to justify all manner of stupidity.
In Fallout 1 the implication was that the vaults were failing due to human error, mismanagement, wartime shortages et al - it tells a far grimmer tale when Fallout 13 is in trouble because someone in the supply-chain ****** up and replacement chips didn't get delivered, or that Vault 12 failed because the vault door was faulty, or that people were forced to leave Vault 15 because of overcrowding.
How much "for the lulz" and "goofy tinfoil hat bullshittery" is in fallout 2? I played first one and I liked it serious tone with minimum jokes and references. People on the internet say that goofy things are much more annoying. I want to hear local experts opinion.
It's not THAT goofy, it's much more serious than the infamy it has acquired. It has good quests along the main quest (provided you're not irked by the premise of the descendents of the Vault Dweler going native) but it is unquestionable that the quality drops off by the endgame, or by Reno if you don't like casinos and the mob. A few sidequests and random event NPCs can be weird/unfunny.
Apart from minor QOL changes and quantity of content, Fallout is superior.
I think Fallout is better in terms of being a tight well rounded and focused experience but Fallout 2 is more exploratory with greater peaks and valleys.
I'm just stating the facts.

Yeah, when I think about the things I don't like about 2, it's the pacing and a much worse end game/boss fight than 1. It's a much more effective argument than the goofiness.

I played Atom RPG. I don't understand why are you find it so good, except may be graphics (in comparison to fallout 1 and 2 excluding art-style) to be honest. I guess it has the same "just for lulz and references" problem, only not with american pop culture, but with post USSR culture.
