I spawned in some suburb, a large distance from the HQ area. No idea how or what I should be doing, if I read a lvl 1 skill book do I get that skill at level 1 or so I need to "practice" the skill as well?

Run around and get loot, like a backpack and something to hit zombies with (Crowbar is great, you can pry open doors & windows with it). Drink from sinks for water. Canned food good, find can opener and eat that

You can check the condition and remaining gas of a car by going to the front of it. If you are a burglar, you can hotwire it. Otherwise, gotta find the keys. Then go around, explore, and loot s'more. After you're proper settled, you can get into building and carpentry (I haven't gotten this far yet).

So basically loot, fight zombers, build, hang with bros, etc

I think you read the level 1 skill book to get started, and then you have to start actually doing the skill to level up. The level 2+ books are locked until a certain level

skill books add experience multipliers

afaik the skill books just give an xp multiplier, whereas there are some vhs tapes that actually give xp in the skill

oh and then there's the magazines you can find which unlock certain recipes or whatever
