No, I think it is just a part of the main game they liked enough to showcase on gamescom. The other two points have dlcs but they were made after the base game came out.

Life is Strange now.
I don' think anyone really cares about the new "friend" Safi.
She got new powers. She can see timeline changes and then switch between them. There is also stealth now.
She can use shiftpoints to get items needed to progress. You can also get confused, and the two timelines have different versions of the people you interact with. Comes out October 29th.
