There are no working writers with the IQ of Sheldon Pacotti or Drew Karpyshyn.

Time travel seems like the perfect way to emphasize choices mattering yet no western RPGs ever use it as a main theme

The PS2 game Second Sight is kinda about time travel, but not at all really.
It's a cool game, though.

You'd think there would be more time travel games since you can reuse the same level multiple times(with variations, ofc)

Video game "writers" have enough trouble writing a coherent linear narrative for an interactive medium. Adding time travel to that equation is like asking a blind quadriplegic to paint a photorealistic portrait while holding a brush with his toes.

Kinda thought other people would link these but here are games with time travel that aren't necessarily about a time travel plot. Braid is probably the most interesting because it plays with time in multiple ways. You have a button to rewind time, time flows differently in different areas, and even has a zone where your movement left or right controls the flow of time.

The others are more of a Groundhog Day situation. Haven't played all of them.

I.E. endless asspulling, which is the only reason why a modern writer would want to use time travel, but when you do that you have to keep track of every block in the jenga time tower you've moved because the reader sure as hell will.

Chrono Trigger is inconsistent with its rules and nobody cares.

Maybe those chests are outside the timeline when they're closed so the items don't vanish when you open them in an earlier period, you ever think of that?

There's no reason time travel has to work in any specific way so unless it's violating its own internal consistency it doesn't matter

Are you sure? When I played it, the game's design certainly made me feel like I went back in time about 20 years.
