The only game I can think of is Lair for the PS3, and I heard that was below average. Scalebound could've been interesting, but too bad it was scrapped after Platinum decided to use Microsoft money to finance other, unrelated games.

I saw this, admittedly, it does very look similar, but with crisper lighting. It could be this, I'm just not certain.
It's odd that the creator would scrub all those other videos or the channel, which were mostly showing off particular mechanics/ animations, when it's not like these new videos are showing a final product.

There's a game called dragon Raja but idk if it actually has anything to do with dragons?

There was also that one Kickstarter scam about being a dragon but I don't remember the name

Also some kind of dog **** game that release on the Xbox for kinect many many years ago but I don't remember the name for that either (mightve been crimson dragon). Some YouTube made a video on how **** it was so I heard of it then never thought of it again

Black desert online lets you ride dragons but you have to do some PvP event and win in order to have it. I'm pretty sure you have to be a part of a guild though and you need to win another PvP event every two months of you lose it

In FFXIV you can be a dragoon and kill them but I don't think you really get to fly them unless you get a mount. Obviously not really about slaying things with a dragon

I heard there's a lot of "dragon riding" games on steam which many people love, like tweed does. I don't think that's the type of game you are looking for though...

I of the Dragon, Russian game from 2002. Steam.
You play as THE dragon. Choose one of the three colors (warrior, mage, thief), fly over the global map, help your side to capture cities, breathe fire, cast stuff and pick enemies from the ground to eat, grow new fangs and bigger wings as you level up. Fun!
It was pretty kewl for my teenage mind, a bit slow sometimes, but also comparatively complex. IIRC you're guided by missions, but can deviate from them any time (though it's not usually advised to do so, since missions run you over all the map).
