Vampire is a setting about actively trying not to be a monster, or at the very least holding onto your humanity for as long as possible. Or not, if that's what you choose, but even then reaching zero Humanity is basically game over.
The game opening in this way is the kind of tone-deafness you can expect from shitlib writers. I don't think it's a coincidence the security guard is an old White man.

There's no rule saying an Elder can't have high Humanity.
And my point, you dip, is that the character would behave very differently if they had Humanity so low casual murder didn't phase them in the slightest.
