Rebuild is more satisfying because it is a more lived-in place. Less utilitarian compared to what a gamer would build.

Some of the Settlers games have a "rebuild" feel.

Yes, but usually, what happens is that the pre-built place is terrible and unliveable, which is, you know, probably why it failed, and you end up bulldozing it in the process of building it.

Stronghold has many missions where you begin with a settlement and have to improve it. And some missions where you have to capture a castle and then expand and defend it against attacks.

For a different flavor this game is a city builder where each level is a different town you build up. Nice and focused experience.

You can do this to a degree in Enshrouded. The population isn't there except for those you rescue, but you can take over old ruins and fix them up if that is your jam.
