That's every Total War in the warscape engine. The computer gets even more free elite stacks in higher difficulties. There's no strategy, beyond ambushes.

I was trying to game the system because I wanted the troop replenishment from looting and didn't want to wait a turn to raze it after. 3 is effectively the definitive version of the game now with all the factions and immortal empires, but has some questionable decisions mechanics wise (and a bit buggier).
they left game 2 in a pretty good state before moving on to 3, so it's arguably better if you don't really care about what was added in 3. that said it's kinda hard to go back to 2 when there's no Daemons, Ogres, or Chaos Dwarfs
