For the same reason they didn't add native modding support.
The quality devs that made everything up to Fallout 3 are long gone, and the current basket of fruits don't know HOW to do those things.

At the time, I don’t think many people were getting excited over simple remasters or remakes. Gaming still felt like the future. Why would anyone be excited about a supposed Final Fantasy VII remake for the PS3 when there was cool new stuff coming out all the time? Looking back at past game releases didn’t really make sense.
Are we just too jaded now about what’s happening in the industry? It feels like we’re always agitated and angry about whatever gets released—only for it to be forgotten within a few weeks.

Yea, the problem for me isn't the fps, it's that game feels sluggish as hell. Like it runs on mud or quicksand. Menus have ~1sec animation before you can edit things. It's not instant like in the og.
Also the face animations are somehow worse in the remaster. Idf know how but they are.
