In Ultima Underworld 2, these are some responses you get from a trainer if you don't have enough training points:

30: Patterson tries to explain how he works with people, but you are unable to see his point of view.
160: Your casting skill seems to have reached a plateau -- you are unable to improve.
99: You are unable to grasp Fissif's points.
etc.,

I think that's a bit neat. It's just a small detail that tries to explain how training points translate into some tangible form of learning capacity.
What other RPGs do this?

After posting this thought it could be neat if this was taken further such that it was recognized these exist as a detail in the world. For a more fantasy game(especially something like e.g., Vance's Dying Earth inspired) settings.

Ultima 7 does this as well which makes sense considering UU2 is between Black Gate and Serpent Isle. Gothic does this too. Morrowind had those goofy messages when you leveled up, but this is mostly for games where you get training points as you level instead of getting better by doing.

Gothic 1+2 does this as well, if you try to train without enough points they acknowledge in varaious ways that the character has not enough experience and should return later.
