--- World of Warcraft (private server) had many quests after Cataclysm, I think, that has you escort a moving caravan, but not much cool campsite rpg elements in between days, nor anything like that (and the quests never worked in the servers I played, so I cannot vouche for how good they are as an experience).
---- If you play Skyrim, I recall there being a mod for restoring the carriages real-time travel across the map. The mod also restored, from last I read the description, being attacked and waylaid, which would have the journey stop momentarily to fight for the encounter. Not sure if it was just a scrapped Bethesda idea they wanted to implement, but worth looking into if it might be appealing enough.
--- Genshin Impact has you transport, or waylay, a makeshift flying, moving, carriage with some cargo that has to either be destroyed or kept from harm along the road. There are some quests where you can aid and repair one such a cart, but can't recall anything on the more complex, rpg, side of things.
Hope someone finds something cool, because the more I think about it, the more interesting it sounds as an rpg to play

Yeah, its an awesome setup. I went pretty crazy on the whole Launchbox thing years ago when I discovered it. I started building libraries of most of the consoles, even obscure ones (though I am not a big console fan, stopped playing them I think when PS1 was released and was mostly PC focused anyway). I did the whole MAME thing, got all the Daphne titles, then started the computer system ones (all the Commodore systems, Apple, Amstrad, etc...). My more recent endeavor was trying to obtain most of the Windows 9x and up games as well. Most of the games are setup like ExoDos all ready to play with a simple click, but the higher end spec stuff is just set to install on click due to the fact that this large of a collection has to be on mechanical drives (I think I am up to around 26tb's of game data), mostly due to windows 9x games requirements, though I have used mostly "repacks" for those games to keep their size down. I was really OCD for a while putting in multiple screenshots, release and gameplay videos, etc... (there is a whole subculture of people who do this as a hobby you probably already know) to try and essentially produce a home version of Steam/GoG. I have a Synology server I use for other materials, but I eventually plan to move everything to the server and use a thunderbolt pipe for remote play for most titles other than more demanding software.
One thing I found in this venture is that when you get that large of a collection, you... do a lot more "looking" than playing, but I hate DRM (which is funny because the DRM copy games that were stripped often play much better and with less issues than the original copies) This was more of planning for the day that eventually the hosting site companies are likely to screw people who have online hosted collections (had this happen with a couple of previous less popular game and movie hosting companies) and even if they don't completely just remove the titles by closing down (allowing people to download), I can tell you most people won't have the time or the space to be able to move their collections offline if the company goes belly up.

this is a niche I've been looking for quite some time now. Right now I just use a modded out skyrim to play with the concept. Traveling from town to town as a sellsword is nice, but Skyrim as a base for anything is meh. Both concepts lend well to the RPG genre so its a shame it isn't utilized more. There's the Mercenaries JRPG series, but they have an overall storyline. I don't think that you can, say, refuse missions. They are pretty generic FFT clones that are nearly identical. I would only recommend the one below or wait for the one that's supposed to release soon.
Cascade Tactics and Our Adventurer Guild both have a mix of tactical battles and light company management. CT is supposed to have a big update that revamps the game in March and OAG just had a big update yesterday (I've only tried the demo).
For the Witcher games, the 1st and 3rd one are the best pick for bounty and mercenary playthroughs in my opinion, especially the 3rd one because you can traverse more map distance, while the 1st one, though it has plenty of interesting quests, is more limited by the main quest for what areas you can or cannot access yet that I recall. It does though have the same "Witcher has come into town" vibe when you re-enter civilization after hours spent fending off Drowners in the swamp. I am trying to think of other games and Sacred could be another one. It has plenty of "escort the merchant" missions, and you can completely ignore the main quest and still have all the map (aside from the ice region and Shaddar's tower in the South) free to explore. There is even a place North of Mascarell where you can take on bounties and then travel all the way back to give evidence to the people in charge to cash in the reward. Some areas can even be accessed to regardless of questline status if you can use abilities like the BattleMage's teleportation or the Dark Elf and Gladiator's jump ability (I got stuck behind a closed gate afterwards, so do be careful to save first if anyone will try this).

Games I played so far and had some, so recommendations wont repeat themselves:
- Divinity Original Sin II - Hydrosphist, mix between ice and water, but passable with some mods people have created overtime
- GW2 - Elementalist, although it's a mix between ice and water not always to my liking + the class is kinda weak and forces you to swap between elements
- Elden Ring - 2 spells that are water related
- Perfect World International - Psychic class has water spells, played this game for years and tbh it's hard to find something similar in other games
- Forsaken World - servers closed, and with them my Water Bard ceased to exist, and is brought back only as an echo in BG3
- Warframe - ofc I'd main Hydroid and Yareli for water-theme
- Dark Souls III - the whole Deep Sorcery is also passable, as narratively and thematically it is deep (water) related
- Skyrim with water spells mod - Skyrim is **** so I didnt replay it for long
- Genshin Impact - I have every Hydro character that has been released so far, including Neuvillete with his signature weapon

I think World of Warcraft has some water-based spells and summons, but am not sure. Was also going to recommend Neuvillette as a sort of joke, but you beat me to it XD That water beam is insane.
And also, absolutely, Ice Magic is nothing like Water Magic. I had a player that used a Simulacrum made of water to kill an enemy that became immune to damage in my D&D group. He "injected" (don't ask) the Simulacrum inside the guy and had it kill him from the inside.
EDIT: To add because I forgot, I think Monks are those that I more often see, besides Druids, that control water as a skill. Cannot say where I saw it in games as I do not recall, but World of Warcraft would be my best guess.
EDIT2: My memory jogged for a second, Star Rail has Imbibitor Lunae who does only water-based attacks and things. Not sure if you'll read this, but adding it here for posterity.
